Background InformationTaiwan, also known as The Republic of China, is an East Asian island country with a population of around 23.5 million people as of 2017. The island's position between China, Japan, and the Philippines, as well as its strategic location for European traders has caused the nation to have a tumultuous history. As a result of its continuous contact with both its neighboring and western countries, Taiwan is widely considered to be "a truly multilingual country of multilingual speakers" (French, 1994, p. 4521). With regard to the English language, Taiwan would be included in the "Expanding Circle" of Kachru's World Englishes model (Jenkins, 2015, p. 14).
